Glitter is a finish, so it applies to any pin type — standard, spinner or slider alike. It is mixed into the enamel of a chosen colour rather than applied on top, so it will not rub off.
It is specified per colour: one glitter colour, or several. Commonly it lands on a single accent area — the shape of a state, a star, a puck. A 1,500-pin association order ran one glitter colour across the whole run; another design used gold glitter only on the state-shaped element.

No, and it is worth knowing before you fall in love with a layout. A moving element needs enough solid metal around its anchor point to survive being handled, so the type has to be chosen with the artwork rather than bolted onto it afterwards.
On one hockey design the customer asked for the stick-and-puck to be the moving element. The blade and puck could not carry it, and the counter-proposal was to spin the round logo in the centre instead. Round, chunky, central elements move; delicate outlying ones do not.
The same constraint applies to fine cut-outs. A multi-piece design with lots of small connecting bridges gets flagged in production before it is ever tooled — one puzzle-piece pin set had to be re-engineered because, in the shop's words, it would 'never hold up in production.'
