Rockledge sits on Florida's Space Coast, in Brevard County. The order came from the city itself — not a department, not an event committee, the municipality.

That quantity puts it in the same bracket as the largest sports orders here, and it produces the same effect on price: between 75 and 90 cents per pin, the lowest figure anywhere in this collection. The same pin at a hundred pieces costs nearly four times as much.

What volume actually does

The one-time tooling cost is the same whether you order 100 pins or 1,500. Spread across 100, it dominates the price. Spread across 1,500, it nearly disappears.

That's the whole mechanism, and it works identically for a city, a hockey association and a baseball club. A municipality ordering once for every department gets the same arithmetic a league gets ordering once for every team.
